COVID-19 Salgınının Türkiye’deki sağlık sigortası sektörüne etkileri

Abstract

2020 yılının ilk aylarından itibaren tüm dünyayı etkisi altına alan Covid-19 salgını, 2020 yılı Mart ayından itibaren diğer ülkelerde olduğu gibi Türkiye’deki sigorta sektörünü de derinden etkilemiş ve sektör ani gelişen bu küresel salgından oldukça etkilenmiştir. ‘‘Covid-19 Salgınının Türkiye’deki Sağlık Sigortası Sektörüne Etkileri’’ başlıklı bu çalışmada, salgın döneminde hem ekonomik ve sosyal dengelerin bir arada tutulması hem de ekonomik stabilizasyonun sürekliliği bakımından önemli bir rol oynayan Türk sigorta sektörünün yaşanan bu olağanüstü salgın durumdan ne şekilde etkilendiği incelenecektir. Çalışmanın ilk bölümünde konunun takdimi ve önemi belirtilecek, ikinci bölümde sigorta kavramının kökeni, tanımı, sigortanın amacı ve tarihsel gelişimi anlatılacaktır. Üçüncü bölümde sigorta sözleşmesinin tanımı, unsurları şekli ve sigorta sözleşmesine hakim olan ilkeler incelenecektir. Dördüncü bölümde genel olarak sigorta türlerinden kısaca bahsedildikten sonra çalışmanın konusu olan sağlık sigortalarına değinilecek ve sağlık sigortasının alt branşları hakkında özet bilgiler verilecektir. Beşinci bölümde genel hatlarıyla Covid-19 salgınına ve salgının gelişimine değinilecektir. Tüm bu hususlar açıklandıktan sonra Covid-19 salgını öncesi dönem (2019) ile sonrasındaki döneme (2020 ve 2021) ait verilerden yola çıkılarak sağlık sigortası ve alt branşları alanında düzenlenen poliçe ve teminat adetleri incelenecektir. Çalışmanın sonuç bölümü başlığı altında Covid-19 salgını öncesi ve sonrasında Türk sağlık sigortası sektöründeki işleyiş ve genel görünüme dair değerlendirmelerde bulunulacak ve sonrasında sektörün gelişmesi adına birtakım öneriler sunulacaktır. Özetle yapılan bu çalışma ile öncelikle Covid-19 salgınının Türk sağlık sigortası sektörüne olan etkilerinin tespit edilmesi, sonrasında ise Türk sağlık sigortası sektörünün gelişmesi ve salgının etkilerinin en aza indirilmesi için sektörel anlamda alınabilecek önlemlerin belirtilmesi amaçlanmaktadır. The Covid-19 epidemic, which has affected the whole world since the first months of 2020, has deeply affected the insurance industry in Turkey as well as in other countries since March 2020, and the industry has been greatly affected by this suddenly developing global epidemic. In this study titled "The Effects of the Covid-19 Epidemic on the Health Insurance Sector in Turkey" how the Turkish insurance sector, which plays an important role both in keeping the economic and social balances together and in the continuity of economic stabilization was affected by this extraordinary epidemic situation will be examined. In the first part of the study, the introduction and importance of the subject will be stated, and in the second part, the origin of the concept of insurance, its definition, the purpose and historical development of insurance will be explained. In the third chapter, the definition of the insurance contract, its elements and the principles that dominate the insurance contract will be examined. In the fourth chapter, after briefly mentioning the types of insurance in general, the health insurance, which is the subject of the study, will be mentioned and brief information about the sub-branches of health insurance will be given. In the fifth chapter, the general outlines of the Covid-19 epidemic and the development of the epidemic will be discussed. After explaining all these issues, the number of policies/collaterals issued in the field of health insurance and its sub-branches will be examined, based on the data of the period before the Covid-19 epidemic (2019) and the period after (2020 and 2021). Under the title of the conclusion of the study, evaluations will be made about the functioning and general outlook in the Turkish health insurance sector before and after the Covid-19 epidemic, and then some suggestions will be presented for the development of the sector. In summary, this study aims to determine the effects of the Covid-19 epidemic on the Turkish health insurance sector and then to indicate the measures that can be taken in the sectoral sense for the development of the Turkish health insurance sector and minimizing the effects of the epidemic.
