Navigating the Storm: The Impact of Covid-19 on Turkish Exports
(2023) Koymen Ozer, Seda; Maggioni, Daniela
The Covid-19 pandemic had a significant impact on global exports. The outbreak of the virus disrupted supply chains and caused a sharp decrease in demand for goods and services, which resulted in a decline in manufactured exports worldwide. In this study, we investigate the effect of Covid-19 on Turkish manufacturing exports by using a firm-product level dataset at monthly frequency over 2019-2021. In particular, we aim to understand the heterogeneous impact of the pandemic on different types of products in terms of their substitutability, complexity and factor intensity. We also disentangle the diversified repercussions of the shock by taking into consideration the participation of firms in GVCs. Our results suggest that the Covid-19 pandemic has led to a drop in Turkish firms' exports especially in the first 6-months of 2020 and their recovery has only became apparent in the second half of 2021. Also, firms exporting less substitutable, more complex and sophisticated goods, as well as goods with higher-physical and human-capital intensity have experienced a milder drop in their exports after the shock and have recovered faster. Moreover, exporting firms that are more involved in GVCs by sourcing their intermediates abroad have been less resilient as they were more exposed to the risk of supply chain disruptions. This higher risk exposition should be assessed together with their lower resilience associated with the properties of their output (less sophisticated, low human capital intensive and highly substitutable products).

Return and Volatility Connectedness in Electronic Warehouse Receipt Market of Turkey
    (2023) Acikgoz, Turker; 0000-0002-5613-1929; IYJ-0960-2023
Over the course of the last century, globalization and integration have increased significantly around the world. The rise in economic and financial globalization and integration has increased the connectedness between national economies and financial markets and secured an important place in the systemic risk spillover. It is important to analyze the issue in terms of different markets. Food prices around the world have increased significantly over the last 20 years. The price and volatility increase associated with food products lead to important socioeconomic and social problems. In this context, it will be important for decision-makers to assess the issue from the perspective of financial markets and to understand and reveal the dynamic structure of food commodity markets. This study aims to examine the connectedness of return and volatility in the Electronic Warehouse Receipt (EWR) market, where agricultural commodities are traded in Turkey, and to analyze its dynamic structure that changes over time. In this study, the Diebold-Yilmaz connectedness measurement method based on the forecast error variance decomposition after the VAR (p) model was used to analyze the connectedness between financial assets. According to the results of the static analysis performed, it was observed that while the return connectedness in the EWR market is very low, the volatility connectedness is at a higher level than the return connectedness. Based on the results of the dynamic analysis, no trend was observed in return connectedness; however, rapid increases and decreases were observed for certain periods. On the other hand, while an increasing trend was observed in the dynamic analysis of volatility connectedness, sudden increases and decreases were observed during periods of crisis. Of all agricultural commodities, it was observed that barley was the asset that sent the most net shock into the system. The EWR market in Turkey has come up recently. The market's structure, dynamics, and synchronization with other markets are still at a low level. The spillover effect of return and volatility shocks in the market are also low. The findings of this study can be used by producers, financial market participants and various decision makers for risk management, hedging and profit maximization purposes.

Malmquist Index Evaluation of Countries: 2000-2019
    (2023) Farnoudkia, Hajar
One of the sophisticated mathematical techniques for evaluating the relative efficiency of decision-making units (DMUs) in a multi-inputs-output setting is data envelopment analysis. A non-parametric productivity index called the Malmquist index (MI) tracks changes in a DMU's overall factor output over time. This study seeks to present a broad overview of the changes in the MI for nearly all of the world's nations over 19 years beginning in 3061. This research evaluates a time series data set made up of 16 economic indexes. Each nation's MI, which compares 2000 and 2019, shows how each nation has changed over that period. One of the most important purposes of this study comparing the countries by their MI is that it allows for a fair comparison of productivity across different time periods and regions. It also provides insights into the sources of productivity growth, such as changes in technology or improvements in efficiency. As a result, the countries can allocate resources more wisely and develop more effective investment plans by understanding the elements that lead to productivity increase. By implementing some statistical techniques, nations are further divided into four categories based on their MI. Furthermore, a yearly distribution of the MI has been included to illustrate its trends between the years 2000 to 2019. Finally, the changing flow for some countries of each category is shown in three-year tracks.

Towards a Model Based Process Assessment for Data Analytics: An Exploratory Case Study
(2020) Gokalp, Mert Onuralp; Kayabay, Kerem; Gokalp, Ebru; Kocyigit, Altan; Eren, P. Erhan; 0000-0002-4030-2447; S-5921-2016
The ability to leverage data analytics can enhance the decision-making process in organizations by generating valuable insights. However, there is a limited understanding of how organizations can adopt data analytics as part of their business processes due to a lack of comprehensive roadmap with a structural approach like a Process Capability Maturity Model (PCMM). In this study, the development of a PCMM based on the ISO/IEC 330xx standard for the data analytics domain is proposed to assist organizations in assessing their data analytics processes capability level and providing a roadmap for improving them continuously. Towards this goal, we conducted an exploratory case study for one data analytics process to evaluate the applicability and usability of the proposed approach.

Protection of Personal Data Transmitted via Web Service Against Software Developers
(2020) Celik, Mahmut; Alkan, Mustafa; Alkan, Abdulkerim Oguzhan; ABD-6363-2021
Through the widespread use of information technologies, institutions have started to offer most of their services electronically. The best example of this is e-government. Since institutions provide their services to the electronic environment, the quality of the services they provide increases and their access to services becomes easier. Since personal information can be verified with inter-agency information sharing systems, wrong or unfair transactions can he prevented. Since information sharing between institutions is generally done through web services, protection of personal data transmitted via web services is of great importance. There are comprehensive national and international regulations on the protection of personal data. According to these regulations, protection of personal data shared between institutions is a legal obligation; protection of personal data is an issue that needs to be handled comprehensively. This study, protection of personal data shared between institutions through web services against software developers is discussed. With a proposed application, it is aimed to take a new security measure for the protection of personal data. The proposed application consists of a web interface prepared using React and Java programming languages and rest services that provide anonymization of personal data.

Academic Trends in European Union Studies in Turkey within the Framework of Turkey-EU Relations
(2022) Mercan, S. Sezgin; Bilgin, Kivilcim Romya; Karadag, Haluk; Ongun, Yelda
The relationship between academics and policymakers has a complex and multi-layered structure, and there are different views on how this relationship should be. While discussing the political processes in the context of Turkey's membership, the interactions between academics and policymakers in the relations between Turkey and the EU have the potential to provide solutions in the steps that need to be taken. However, the academic tendency of EU studies in Turkey will be revealed by answering questions such as what subjects are preferred by academics working on the EU in Turkey to study in the knowledge-production process, which subjects they prioritize in EU studies, what the effects of the ups and downs in Turkey-EU relations are on the academy, and how the academy positions itself in the field of EU studies. It is considered that such a study will contribute to further studies on how the academy's relations with policymakers are and how they should be in studying Turkey-EU relations.
