Analiz, enflasyon hedeflemesi yapan yükselen ekonomilerde kaydedilen tarihsel yüksek enflasyon degerlerinin enflasyon beklentilerini kontrol altında tutma asamasında içsel zorluklara yol açıp açmadıgını arastırmak için karsılastırmalı bir sekilde yürütülmektedir. Analiz sonuçlarına göre, yükselen ekonomilerde, Merkez Bankası enflasyon hedefini yakalasa bile, aktörler bir dönem gecikmeli enflasyon degerine mevcut enflasyon hedefinden daha fazla agırlık verecektir. Bu durum, yükselen ekonomilerde enflasyon beklentilerini kontrol altında tutma asamasını zorlastıran enflasyon ataletinin olduguna kanıt olarak degerlendirilebilir. Ayrıca, enflasyon hedeflemesi yapan tüm ülkelerin analiz sonuçları, Merkez Bankası?nın enflasyon hedefini kaçırması halinde, aktörlerin bir dönem gecikmeli enflasyon degerine verdikleri agırlıgın enflasyon hedefine verdikleri agırlıktan daha fazla olabilecegini ileri sürmektedir. Böylece, enflasyon hedefinden sapmalar enflasyon ataletinin bir nedeni olarak degerlendirilebilir. Bunlara ek olarak, tüm örneklem için enflasyon hedefini yukarıdan kaçırma ile asagıdan kaçırma arasında simetrik olmayan iliskilerin varlıgına yönelik ek kanıtlar bulunmaktadır. Oysa bu durumun yükselen ekonomiler için geçerli olmadıgı görülmektedir. This paper examines whether inflation target misses induce any structural differences in the inflation expectations formation via linear ordinary least squares econometrics. The analysis is conducted in a comparative fashion for the inflation targeting emerging market economies (EMEs) in order to investigate whether historic record of high inflation in those countries created intrinsic difficulties in keeping inflation expectations under control. The results suggest that in the emerging market economies, even if the Central Bank (CB) achieves its target, agents are likely to place more weight to the lagged inflation than the current inflation target. This may be evaluated as evidence that in EMEs, there is inflation inertia that complicates the process of controlling inflation expectations. Furthermore, the results for the whole sample of inflation targeters suggest that if the CBs do not achieve their targets, the total weight placed on the lagged inflation will likely to be higher than that of their inflation targets. Thus, inflation target misses can be evaluated as a causal factor for inflation inertia. In addition, we find further evidence on the presence of asymmetric relations between overshooting and undershooting for the whole sample. Yet, this is observed to be validated only for the EMEs.Item The Effect of The Locus of Control on Organizational Citizenship Behavior The Mediating Role Perceived Organizationel Support : Case Study of A University(Dergi., 2012) Güçel, Cem; Tokmak, İsmail; Turgut, HakanThe aim of this study is to examine the effects of locus of control on organizational citizenship behaviors and the mediating effect of the perceived organizational support. For this aim, firstly, the locus of control, then organizational citizenship behaviors and, finally, the mediating effect of the perceived organizational support are explained. In the application part, a questionnaire including the measures of the locus of control, organizational support and organizational citizenship behaviors is distributed to employees of one of the leading private universities in Turkey and the data were assessed by statistical analysis methods. Finally, it is found that there is a positive relationship among locus of control, organizational citizenship behaviors and the mediating effect of the perceived organizational support. The fragility of the political situation is explained with reference to the 1990 and 2010 Osh riots as well as to the popular revolts of 2005 and 2010. In addition, the political and legal reforms of the post-Soviet period are evaluated. Structural reasons for the political instability, the recent transition to parliamentary system and the future of parliamentary democracy are discussed in the light of domestic and global dynamics and the socio-political history of the country.Item Impacts of the First World War on Africa and Colonialism(2014) Erol, Mehmet Seyfettin; Bingol, Oktay; https://orcid.org/0000-0002-4794-5656; AAA-5129-2020The impacts of the First World War on Africa and the colonialism in Africa are a subject which is not sufficiently studied in the disciplines of political and military history, political science, and international relations. In this article, it is aimed to partially fill the gap in question. In this context, the conduct of the First World War battles in Africa and their effects on the Continent have an importance. In addition, the exploitation of human and other resources of the Africa by the colonial powers, especially Britain and France, in the battles fought in European fronts is an issue to focus on. In this respect, the colonial recruitment practices, the resistance of indigenous peoples, the employment of Africans in the battles and the casualty rates are noteworthy. The war's contribution to the national liberation struggles and the changes emerged in the colonialism fact also need to be emphasized. The First World War has had significant negative effects on Africa in the economic, social and military fields. German colonies changed hands between the victors of the First World War and colonialism with all the violence has continued. But the war gave the first spark of the national liberation movements in Africa.Item Disasters As An Ideological Strategy For Governing Neoliberal Urban Transformation in Turkey: Insights from Izmir/Kadifekale(2014) Saracoglu, Cenk; https://orcid.org/0000-0002-4797-4879; 24325244; AAJ-4574-2020Since the turn of the twenty-first century, Turkish cities have undergone large-scale change through a process referred to as urban transformation, involving, notably, the demolition of inner-city low-income settlements. The official authorities and business circles have resorted to various forms of discourse to justify these projects, which have led to the deportation of a significant number of people to peripheral areas. The discourse of natural disasters', for example, suggests that urban transformation is necessary to protect people from some pending event. Probably the most effective application of this discourse has occurred in Izmir, where the risk posed by landslides' has played a critical role in the settlement demolitions conducted in the huge inner-city neighbourhood of Kadifekale. By examining the case of Kadifekale, this paper provide some insights into how natural disasters' serve as a discourse with which to legitimise the neoliberal logic entrenched in the urban transformation process in Turkey.Item An Analysis of Assessment of Peacekeeping Operations(2014) Sigri, Unsal; Basar, Ufuk; https://orcid.org/0000-0002-8870-7398; ADV-8340-2022This article proposes a model for assessment of peacekeeping operations. Peacekeeping operations began in 1948, under the authority of the United Nations in order to provide and sustain a peaceful environment throughout the world. International organizations such as the United Nations, the North Atlantic Treaty Organization and the African Union undertake peacekeeping operations in different geographical regions of the world. However, they lack some aspects of the assessment process. There were studies conducted previously in order to determine the principles of the assessment process of peacekeeping operations but none of them presented a comprehensive solution. Therefore, in this study, a clear, comprehensive and detailed assessment model was proposed, which may be applied in future peace operations and shed more light on the subject for future researches.Item Psychic Distance Between Turkey and Central Asian Turkish Republics(2014) Sumer, Selay Ilgaz; Uner, M. MithatPsychic distance has an important role in selecting the country markets and determining the suitable strategies for these markets. This study was conducted to examine the import and export activities between Turkey and Central Asian Turkish Republics and to undertand the psychic distance between these countries and Turkey. As a result of the investigation it was found that Azerbaijan is the closest and Turkmenistan is the farthest country to Turkey. It is believed that the study will contribute to the literature of the Turkish World by examining the commercial activities between Turkey and related countries from the perspective of psychic distance.Item Do Exports Explain Industrial Agglomeration and Regional Disparities in Turkey?(2014) Akkemik, K. Global linkages may play an important role in regional disparities in a developing country like Turkey through the determination of the locations of industries. This paper examines to what extent global linkages, operationalised by export performance, impact on agglomeration economies and regional disparities in industrial production and industrial employment in Turkey. To this end, using province-level industrial data, panel regressions are run to analyse the determinants of disparities and agglomeration in terms of industrial value added and employment by adding the size of exports as an explanatory variable. Even though the service quality of passenger transportation has been a concern in the literature, how the service quality of highway passenger transportation systems could be improved using a systematic approach has not been investigated. Using Quality Function Deployment (QFD), this is the first attempt to improve the quality of highway passenger transportation services. The analysis reveals that the passengers' most important expectations are employees' empathetic approach toward customers, technical specifications of buses, error-free services, and competent employees. Additionally, the most important technical requirements are employee-oriented technical requirements, technical specifications of buses, and error-free services in highway passenger transportation.Item Turkish foreign policy after the 'Arab Spring': from agenda-setter state to agenda-entrepreneur state(2014) Ozpek, Burak Bilgehan; Demirag, YeldaThis article explores Turkey's changing foreign policy approach towards the Middle East after the spread of the Arab upheavals to Syria. Instead of preserving the status quo, Ankara has turned to a revisionist state that has begun to threaten Middle Eastern governments. While Turkey was reluctant to join the foreign military interventions against Middle Eastern regimes, (e. g. Libya) it has been instrumental in immersing NATO in the Syrian civil war. Such transformation ultimately undermines analyses that define Turkey as the kingmaker of the Middle East.Item Reproducing the Paradigm of Democracy in Turkey: Parochial Democratization in the Decade of Justice and Development Party(2014) Cinar, Menderes; Sayin, Cagkan; https://orcid.org/0000-0003-2968-8593; AAB-2599-2019Recent democratic performance of the Justice and Development Party (Adalet ve Kalkinma Partisi) indicates the dissolution of its original liberal ambiguity in ways that hinder the possibilities of a full-fledged democracy in Turkey. This study finds the explanation in the perpetuation of a specifically Turkish paradigm of democracy/democratization, which has emerged in the early years of the Turkish experiment with democracy and has been reproduced by the Turkish political class ever since. During these tumultuous events Washington chose to support the rebellions to varying degrees, thus exacerbating Israel's concerns regarding the adverse regional implications attending this shift (notably the ascendance of Islamist regimes and the diversion of world attention from Iran's nuclear quest). By way of ameliorating such threats, the US needs to pursue a policy of supporting pro-democracy groups in the region while formulating a clear policy to deal with the threats from Iran and radical Islamist groups. An Appraisal of the "Health Transformation Programme"(2015) Okem, Zeynep Guldem; Cakar, Mehmet; 26183890Poor health status indicators, low quality care, inequity in the access to health services and inefficiency due to fragmented health financing and provision have long been problems in Turkey's health system. To address these problems a radical reform process known as the Health Transformation Programme (HTP) was initiated in 2003. The health sector reforms in Turkey are considered to have been among the most successful of middle-income countries undergoing reform. Numerous articles have been published that review these reforms in terms of, variously, financial sustainability, efficiency, equity and quality. Evidence suggests that Turkey has indeed made significant progress, yet these achievements are uneven among its regions, and their long-term financial sustainability is unresolved due to structural problems in employment. As yet, there is no comprehensive evidence-based analysis of how far the stated reform objectives have been achieved. This article reviews the empirical evidence regarding the outcomes of the HTP during 10 years of its implementation. Strengthening the strategic purchasing function of the Social Security Institution (SSI) should be a priority. Overall performance can be improved by linking resource allocation to provider performance. More emphasis on prevention rather than treatment, with an effective referral chain, can also bring better outcomes, greater efficiency gains and contribute to sustainability. All rights reserved.Item Counterfeit Supply Chains(2015) Eser, Zeliha; Kurtulmusoglu, Bahar; Bicaksiz, Adnan; Sumer, Selay IlgazThis paper studies supply chains of counterfeits in Turkey based on insider information from actors in such chains as well as from knowledgeable witnesses. The study depends on semi-structured interviews with actors in or witnesses to such chains. Findings suggest that (i) various forms of counterfeit supply chains exist, (ii) profit margins of counterfeiters seem to be higher than legitimate businesses, (iii) counterfeiters are discouraged if they experience actual or threatened litigation, (iv) law enforcement places higher priority on fighting counterfeits that threaten public health and safety, and (v) counterfeits appear to drive down the prices of legitimate products. Overall, poor action by legitimate businesses against counterfeiters, weak institutional efforts on the part of law enforcement and low consumer awareness appear to foster counterfeit supply chains, or at least contribute to their persistence. Published by Elsevier B.V.Item Closing price manipulation in Borsa Istanbul and the impact of call auction sessions(2015) Kadioglu, Eyup; Kucukkocaoglu, Guray; Kilic, SaimTo reduce extraordinary price movement and to ensure more effective price formation at closing time, Borsa Istanbul implemented closing call auction sessions on March 2, 2012. This study tests the effect of closing call auction sessions on closing price manipulation in Borsa Istanbul using 102 shares in various indexes. The analysis focuses on 624 days from November 1, 2006 to May 31, 2012. The results reveal an upward-oriented closing price manipulation prior to the implementation of closing call auction sessions. Production and hosting by Elsevier B.V.Item Ecovillages as A Destination and A Study of Consumer Approaches to Ecovillages(2015) Adalilar, Sefik Naci; Alkibay, Sanem; Eser, ZelihaEcovillages are models of sustainable settlements in cultural, ecological and economic context. There are several scientific studies related to ecovillages in other countries; however, there are no such studies in Turkey. This study is aimed to examine the consumer perceptions, attitudes and preferences regarding ecovillages. Based on 420 surveys with domestic and foreign consumers in Turkey, the findings revealed that, ecovillages are generally preferred by people who are between the 35-54 years old, and have high level education and income. "Being a sustainable life style" and "Having an authentic experience in a rural area" are identified as the most important factors that influence consumers' demand for ecovillages. Findings also manifested that transportation to the ecovillage accommodation, supporting services and attractions are the important factors for consumer pereferences. (C) 2015 The Authors.
