Türkiye’de göçmen karşıtlığı: Suriyeli ve Afgan göçmenlere yönelik söylemlerin karşılaştırılması

Abstract

Göçmen karşıtlığı, günümüz dünyasında önemli bir sorun haline gelmiştir. Bu problem, Türkiye’de de özellikle 2010’lardan sonra gerek Suriye gerekse Afganistan’dan gelen göçlerle birlikte artmıştır. Orta Doğu’da terörizm, ekonomik istikrarsızlıklar ve benzeri sorunların yükselmesiyle birlikte Suriye ve Afganistan gibi ülkeler ciddi oranda göç vermişlerdir. Bu göç hareketlerinin sonucunda ise gerek ekonomik gerek güvenlik gerekse kültürel kaygıların meydana gelmesiyle, bu iki göçmen grubuna yönelik göçmen karşıtı söylemler oluşmuştur. Bu göçmen karşıtı söylemleri inceleneceği bu tezde, Suriye ve Afganistan’dan gelen göçmenlere karşı Türkiye Büyük Millet Meclisi’nin denetim kanalı tarafından yapılan söylemlerin içeriksel farklarına değinilerek bir karşılaştırma yapılması hedeflenmiştir. Bu çalışma ile göçmen karşıtı söylemlerin her göçmen grubu için farklı olabileceği gösterilirken, göçmen karşıtı söylemlerin farklı altyapıları olduğu da açıklanmaya çalışılmaktadır. Bu araştırmada ek olarak, göçmen karşıtı söylemlerin içeriği ve altyapısının net bir biçimde anlaşılması, bu sayede Türkiye’de büyük bir tartışma konusu olan Suriyeli ve Afgan göçmenlere yönelik göçmen karşıtı söylemlerin sebepleri ile birlikte öğrenilerek buna karşı yeni politikalar oluşturulup önlemler alınabilmesinin kolaylaştırılması hedeflenmiştir. The anti-immigration movement, which has a significant history, has become an important problem in today’s world. This problem has intensified significantly in Türkiye as well, especially after 2010, along with the migration Syria and Afghanistan. Countries like Syria and Afghanistan have experienced a substantial outflow of migration movements due to terrorism in the Middle East, economic instabilities and similar issues. As a result of these migration movements, concerns have arisen regarding economic, security and cultural issues, causing the emergence of anti-immigration rhetoric directed at these two groups of migrants. In this study which examines the anti-migration rhetoric, it is aimed to identify the underlying causes by highlighting the differences in the content of the rhetoric used by the Turkish Grand National Assembly’s oversight channel against migrants from Syria and Afghanistan This study seeks to demonstrate that anti-migration rhetoric may vary depending on the migrant group, while also attempting to explain the underlying structures of such rhetoric. While demonstrating the anti-immigration rhetoric may vary for each group, the study also aims to explain that anti-migration rhetorics may have different underlying structures. In addition, this research aims to facilitate the formulation of new policies and measures by providing a clear understanding of the content and causes of anti-migration rhetoric. Thus to enable a better understanding of the reasons behind anti-migration rhetoric which target Syrian and Afghan immigrants, whose migrations are a major topic of debate in Türkiye..
