Ekonomik Krizlerin Retoriksel Stratejilere Etkisi: TKY Örneği

Bu çalısmada yönetim uygulamalarının mesrulastırılmasında izlenen retorik stratejilerinin ekonomik dalgalanmalardan nasıl ve ne ölçüde etkilendiği incelenmektedir. Çalısmada bu amaca ulasabilmek maksadıyla, Toplam Kalite Yönetimi (TKY)’ni Türkiye bağlamında mesrulastırmaya çalısan aktörlerin çıkardığı tek kalite dergisi olan “Önce Kalite”de 1992–2009 yılları arasında yayınlanan söylesiler ve makalelerde ikna unsuru içerdiğine hükmedilen metin parçaları öncelikle retorik analizi ile incelenmekte, ardından da veriler zaman serisi analizine tabi tutulmaktadır. Arastırmanın bulguları zaman serilerinde 2001, 2003 ve 2006 yıllarında kırılmalar olduğunu göstermektedir. Arastırmacıların tekrar ana metinlere dönerek gerçeklestirdikleri incelemeler, 2001 ve 2003’deki kırılmaların Kasım 2000 ve Subat 2001 ekonomik krizlerinin TKY retoriğine yansımasının bir sonucu olduğunu göstermektedir. Çalısmanın bir diğer bulgusu da, serilerin durağan olduğu, bir diğer deyisle, TKY retoriğinin kırılmalar sonrasında ana durusuna geri döndüğü ve temel seyrini değistirmediğidir. In this study, it is examined that how and which extent the rhetorical strategies, used to legitimate management techniques, are affected by economic fluctuations. To achieve this aim, firstly, extracts of interviews and articles which appeared in “Önce Kalite” between 1992 and 2009 published by those who actively endeavor to legitimate TQM, were analysed with rhetorical analysis and then, this data was also assayed through time series analysis. The findings revealed some interruptions in the years of 2001, 2003 and 2006. When the researchers examined the full texts, it was seen that the breakages in 2001 and 2003 were rhetorical reflections of the economic crisis of November 2000 and February 2001. The other striking finding of the study is that the series are stable, that is, TQM rhetoric returns to its main position after an interruption.
Stratejik Seçim ve Kurumsalcı Bakış Açılarının Birlikteliği Üzerine Eğitim Sektöründe Bir Araştırma

Kurumsalcı örgüt ve stratejik seçim teorileri son zamanlara dek birbirlerini görmezden gelme eğiliminde olmuşlardır. Ancak yakın zamanlardaki birçok çalışma, bu iki perspektifi bütünleştirme gayreti içerisine girmiştir. Bu çalışmada da, Toplam Kalite Yönetimi’nin (TKY), devlet okulları arasında yayılımı, her iki perspektifin de desteği alınarak açıklanmaya çalışılmıştır. Devlet okullarında TKY uygulaması, Milli Eğitim Bakanlığı’nın yönlendirmesi ile başlamıştır. Ancak okullarda yapılan anket çalışması ve görüşmeler, TKY unsurları ile okul performansı arasında pozitif ve güçlü ilişki bulunduğunu göstermektedir. Bu yüzden, bazı okullar kalite programını törensel olarak uygulamaya devam ederlerken; programın önemli olduğuna inanan bazı okullar ise, TKY’yi okul performansını daha iyiye götürecek bir araç gibi düşünüp, onu bilinçli biçimde kullanmaktadırlar. Until recent days, institutional and strategic choice theories of organizations have tended to ignore each other. On the other hand, recent studies make efforts to integrate these two perspectives. In this study, I tried to explain the diffusion of Total Quality Management (TQM) among the public schools with the support of these two theories. TQM efforts in the public schools started with coercions of the Ministry of Education. But data obtained from questionnaires and interviews indicated that there were positive and strong relations between the elements of TQM applications and performance of the schools. Therefore, while some schools attend to implement it ceremonially; some of them, believed in importance of quality programme, use TQM consciously as a tool to make some progresses in their performance.
