Stratejik Seçim ve Kurumsalcı Bakış Açılarının Birlikteliği Üzerine Eğitim Sektöründe Bir Araştırma

Abstract

Kurumsalcı örgüt ve stratejik seçim teorileri son zamanlara dek birbirlerini görmezden gelme eğiliminde olmuşlardır. Ancak yakın zamanlardaki birçok çalışma, bu iki perspektifi bütünleştirme gayreti içerisine girmiştir. Bu çalışmada da, Toplam Kalite Yönetimi’nin (TKY), devlet okulları arasında yayılımı, her iki perspektifin de desteği alınarak açıklanmaya çalışılmıştır. Devlet okullarında TKY uygulaması, Milli Eğitim Bakanlığı’nın yönlendirmesi ile başlamıştır. Ancak okullarda yapılan anket çalışması ve görüşmeler, TKY unsurları ile okul performansı arasında pozitif ve güçlü ilişki bulunduğunu göstermektedir. Bu yüzden, bazı okullar kalite programını törensel olarak uygulamaya devam ederlerken; programın önemli olduğuna inanan bazı okullar ise, TKY’yi okul performansını daha iyiye götürecek bir araç gibi düşünüp, onu bilinçli biçimde kullanmaktadırlar.

Until recent days, institutional and strategic choice theories of organizations have tended to ignore each other. On the other hand, recent studies make efforts to integrate these two perspectives. In this study, I tried to explain the diffusion of Total Quality Management (TQM) among the public schools with the support of these two theories. TQM efforts in the public schools started with coercions of the Ministry of Education. But data obtained from questionnaires and interviews indicated that there were positive and strong relations between the elements of TQM applications and performance of the schools. Therefore, while some schools attend to implement it ceremonially; some of them, believed in importance of quality programme, use TQM consciously as a tool to make some progresses in their performance.
