Item The Roles and Responsibilities of School Administrators During the Emergency Remote Teaching Process in Covid-19 Pandemic(2021) Altun, Sadegul Akbaba; Bulut, MustafaWhen Covid 19 pandemic started, schools in Turkey, as in many parts of the world, were closed and then emergency remote teaching started. The purpose of this study is to explain the roles and responsibilities of school administrators related to emergency remote teaching after schools were closed. In order to reveal the purpose above, this research was carried out in qualitative research design. 105 school administrators from different regions of Turkey and different school levels participated in the study. The data were collected through a Google Drive form with open-ended questions. The collected data were analyzed with content and descriptive analyses. The findings showed that the roles and responsibilities of the school administrators regarding emergency remote teaching included planning the process, starting online classes, opening different social media accounts, managing the online program, solving the adaptation problems of students and teachers, monitoring the actions taken and motivating teachers, students, parents; communication and finally it has been seen that they are in the act of transition to and maintaining digital management. During the Covid 19 pandemic, school administrators have mostly done "communication". There were also changes in the communication styles of school administrators and social media tools were used effectively. The intensive use of technology in this period has caused changes in management processes and managers have mostly talked about digital management and the exhausting aspects of digital management are expressed as well as the facilitating ones. Since emergency remote teaching is not a common case in the K-12 Turkish education system, we hope the results of this study will contribute to a better understanding of the roles and responsibilities of school administrators during such emergency periods.Item Üniversite derecelendirme sistemlerinin değerlendirilmesi ve bir model önerisi(Başkent Üniversitesi Eğitim Bilimleri Enstitüsü, 2022) Bulut, Mustafa; Özdemir, ServetYükseköğretim büyük bir hızla kitleselleşmekte, uluslararasılaşmakta, üniversitelere olan talep yoğun bir şekilde artmakta ve bu gelişmelere paralel olarak yükseköğretim kurumlarının sayısı fazlalaşmaktadır. Bu gelişmeler, ulusal ve uluslararası ortamlarda üniversiteler arası rekabete neden olmuş ve ayrıca yükseköğretim kurumlarının paydaşları tarafından bilgi ihtiyaçlarını karşılayacak araçlara gereksinim ortaya çıkmıştır. Günümüzde bu ihtiyacın büyük bir kısmını kalite güvencesi araçları ve üniversite derecelendirme sistemleri karşılamaktadır. Popülerlikleri ve geniş kitlelere yaygınlıklarıyla beraber yoğun eleştirilere de maruz kalan bu sistemlerin günümüzde birçok çeşidi bulunmaktadır. Nitel araştırma deseninde tasarlanan bu tez çalışmasında söz konusu üniversite derecelendirme sistemleri değerlendirilmiş, alanyazın ve araştırmanın sonuçları kapsamında bir model önerisi sunulmuştur. Ulusal akreditasyon kuruluşları ve farklı ülkelerdeki ulusal sıralama sistemlerinin göstergeleri üzerine doküman analizine ek olarak; sıralama sistemleri üzerine çalışmaları olan yerli ve yabancı araştırmacılarla, politika yapıcılarla, sistem sorumluları ile ve farklı üniversitelerin kalite komisyonu üyeleriyle derinlemesine görüşmeler gerçekleştirilmiş ve veri analizi sonuçları tablolar halinde gösterilmiş, tartışılmış ve çalışmanın sonunda yükseköğretim kurumları, sistemleri, paydaşlar, araştırmacılar ve sıralama sistemi tasarımcıları için politika önerileri sunulmuştur. Çalışmanın bulgularına göre sıralama sistemlerinin mantığı ve gerekçesi çoğunlukla üniversiteler özelinde temellenmiş, güçlü yanlarıyla karşılaştırıldığında zayıf ve geliştirilmesi gereken birçok husus tespit edilmiş, bunların telafi edilmesi yönünde görüşler belirtilmiştir. Çalışma ayrıca sıralama sistemlerinin kurumsal ve ulusal düzeyde kullanılma yaklaşımlarına dikkat çekmiş, bu sistemlerin gerekliliğini sorgulamış, sistemlerin geliştirilmesi için farklı ülkelerdeki sistemlerden ve akreditasyon göstergelerinden istifade edilmesi yönünde gereklilik ve görüş toplamıştır. Çalışmanın sonunda, sıralama sistemlerinin geçerliğini ve güvenirliğini arttıracak kategorik ve karma bir model önerisinde bulunulmuştur. Sistemlere ilişkin güncel sorunlara da dikkat çeken bu çalışmanın; tüm dünya yükseköğretim sistemine, paydaşlara, kalite güvencesi ve sıralama sistemlerine katkıda bulunması temenni edilmektedir.Higher education is rapidly becoming massive, internationalizing, the demand for universities is increasing intensively, and in parallel with these developments, the number of higher education institutions is increasing. These developments have caused competition between universities in national and international settings, and a need for tools has emerged to meet the information needs of the stakeholders of higher education institutions. Today, a large part of this need is met by quality assurance tools and university ranking systems. There are many types of these systems, which have been subjected to intense criticism with their popularity and wide audience. In this thesis study, which was planned in a qualitative research design, the university ranking systems in question were evaluated and a model proposal was presented within the scope of the literature review and the results of this study. In addition to the document analysis on the indicators of national accreditation bodies and national ranking systems in different countries; in-depth interviews were conducted with local and foreign researchers, policy makers, system administrators working on ranking systems, quality commission members at different universities and the results of data analysis were presented in tables, discussed, and policy recommendations were presented for higher education institutions, systems, stakeholders, researchers and ranking system designers at the end of the study. According to the findings of the study, the logic and rationale of the ranking systems were mostly based on universities; compared to their strengths, many weak points that need improvement were identified, and opinions were expressed to compensate for them. The study also drew attention to the approaches to the use of ranking systems at the institutional and national level, questioned the general necessity of these systems, and gathered opinions to benefit from the systems in different countries and accreditation indicators for the development of the current systems. At the end of the study, a categorical and mixed model was proposed to increase the validity and reliability of ranking systems. It is expected that this study, which also draws attention to current problems related to systems, will contribute to the world higher education system, stakeholders, quality assurance and ranking systems.
