Assessment starts from an identification of the critical success factors (CSF) that outline organizational strategies, and proceeds to determine the measures of three categories of relationships: User-WIS, Other systems-WIS, Organization-WIS. These measures and CSF's are evaluated collectively to arrive at an effectiveness measure.
